Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Human Resources Assistant. You can make a difference in the West by assisting in meeting increasing water demands while protecting the environment.

Duty Location: The final determination of the duty station for this position will be made by the selecting official at the time of the job offer. Flexibilities to work remotely in a virtual posture may be considered.Responsibilities
Processes a wide range of personnel actions for an assigned segment of the organization. Serves as an FPPS expert for the Denver/Washington HR Operations Office and coordinates and implements policies and procedures pertaining to FPPS for assigned Denver/Washington personnel actions.
Codes personnel action data in FPPS. Enters all data elements required by the Office of Personnel Management (OPM) and Department of the Interior regulations, following appropriate guidance associated with the specific action.
Maintains employee electronic Official Personnel Folders (eOPFs)
Determines service computation dates and establishes suspense dates based on due dates for such occurrences as probationary period certifications, conversions to career tenure, within-grade increases, career promotions, etc.
Conducts initial orientation sessions for new hires, transfers, and reassignments from other employing offices. Determines which of a variety of forms is applicable to each appointment type and guides a group of new employees in completion of necessary forms.
Generates queries and reports as needed and/or requested from an automated query system. Serves as a liaison with the Interior Business Center (IBC) Help Desk for troubleshooting and resolving processing errors and works with HR Specialists and other HR Assistants in correcting processing errors.
Using a variety of software programs and systems, originates, designs, implements and maintains master logs and spreadsheets, letters and forms, charts, and files.
Education RequirementsThis vacancy announcement allows substituting education for experience at the GS-05 grade level. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.

You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs. Applicants must meet qualification requirements specified in the section titled SPECIALIZED EXPERIENCE, education requirements specified in the section titled EDUCATION, or a combination of experience and education that together are equivalent to one year of specialized experience.

SPECIALIZED EXPERIENCE: To qualify for the position (in addition to meeting the Basic Requirement), your resume must clearly describe specialized experience that demonstrates the following:

To qualify for the GS-05 position, you must posses 1 year of specialized experience equivalent in difficulty and complexity to at least the GS-04 level in the federal service. Specialized experience is defined as:

Experience performing personnel transactions such as processing personnel actions using an automated processing or payroll system or
Experience performing administrative and clerical tasks in support of an office. Examples of administrative and clerical work include: maintaining a variety of automated and hard copy files in current and up-to-date conditions; maintaining official records; initiating and updating work processing documents and reports and responding to inquiries, via email, phone, or regular mail.

To qualify for the GS-06 position, you must posses 1 year of specialized experience equivalent in difficulty and complexity to at least the GS-05 level in the federal service. Specialized experience is defined as:


Experience with processing personnel actions using an automated Human Resources (HR) processing system to determine the nature of action code and legal authority code and
Providing information and advice on the use of an automated HR processing system or providing technical support related to staffing work such as drafting standard announcements or maintaining vacancy or new hire case files.

To qualify for the GS-07 position, you must posses 1 year of specialized experience equivalent in difficulty and complexity to at least the GS-06 level in the federal service. Specialized experience is defined as:


Experience with processing a full range of personnel actions using an automated Human Resources (HR) processing system;
Providing information and advice on the use of an automated HR processing system;
Troubleshooting problems in an HR automated processing system and briefing an HR group on the resolution; and
Experience providing technical support related to staffing work such as drafting vacancy announcements or maintaining vacancy or new hire case files and ensuring records are completed and correct in accordance with regulatory requirements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

EDUCATION: All academic degrees and coursework must be from accredited or pre-accredited institutions. Education above the high school level in an accredited college or university must demonstrate the knowledge, skills, and abilities necessary to do the work.

To qualify for the GS-05 position, you must have completed 4 years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in a business, secretarial or technical school, junior college, college, or university.

To qualify for the GS-06 position, you must possess 1 year of specialized experience. This level does not allow substituting education for experience.

To qualify for the GS-07 position, you must possess 1 year of specialized experience. This level does not allow substituting education for experience.


Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
