The attorneys must be licensed to practice law in the District of Columbia, or eligible to waive into the District of Columbia bar, and have a minimum of two (2) years professional experience as a practicing attorney in affordable housing financing, real estate financing transactions, commercial transactions, commercial leasing to include ground leasing, commercial loan workouts and foreclosures, bankruptcy, regulatory compliance and other areas relevant to the practice areas of DHCDs OGC. Duties may include, but will not be limited to,Negotiate and structure legal documents for affordable housing financing transactions;Manage loan closings for affordable housing transactions;Provide legal advice and draft legal memoranda on topics related to statutes, regulations and policies governing federal and local housing and community development programs and funding authorities;Provide advice and draft legal documents pertaining to legal issues involving project compliance and loans in the agencys portfolio, to include refinancings, subordinations, defaults, workouts, foreclosures and bankruptcies;Analyze real property title issues;Negotiate and prepare legal instruments for acquisition, disposition, sale and lease of District-owned properties;Draft grant agreements for homebuyer assistance and housing counseling services, small business technical assistance and other community services funded by DHCD;Draft inter-agency agreements for services;Review and process applications for tax abatement;Process FOIA requests;Provide legal guidance on employment, labor relations and personnel issues;Perform other related duties as assigned.
